So you pulled up some wall-to-wall carpeting and the floor is beautiful.
Removing wall-to-wall carpeting can reveal beautiful hardwood floors, but it can also reveal a mess on your baseboards.
This baseboard was painted with carpeting in place so it has a raised lip of dried paint that needs to be removed and touched up before it can be repainted.
